For those who have been asking:

Here’s how the service works:  Every 5 seconds, it tries to ping/echo the DHCP gateway.  If it can’t do that, it tries google.com.  If that doesn’t work, it asks the wifi manager to reassociate with the AP.   If that doesn’t work, it asks for a reconnection.  If that doesn’t work, it toggles wifi, which fixes a problem I’ve seen with a few of the android phones with broadcom wifi chips.

The service goes into sleep when you’re roaming and not associated, or when wifi is off, waiting for a broadcast from the wifi manager to wake back up.
